Arrears is an estimate. Assurance is knowing which part of it is real.

The balance on the arrears report is not one number. It is debt you can collect, debt you are legally barred from chasing, and debt nobody has picked up. Income Ally tells you which pound is which, and why.

Grant, disposals, what the lenders will lend — every other line is somebody else’s decision. Rent is the one you collect yourself, and it pays for the repairs programme, the safety remediation and the decarbonisation bill in the same years.

Which makes the arrears figure a viability number rather than an operational one. And a viability number you cannot decompose is a number you are signing on trust.

Five things that change what you can sign

A provision needs a reason, not a percentage

Bad-debt provision is usually an ageing band with a rate applied to it — an estimate over a figure nobody can break down. The off-limits ledger gives you the other half: the part of the book you are correctly leaving alone, stated as a figure, with the statute beside each pound.

That is a defensible line in a paper rather than a judgement call, and it is the same evidence an auditor asks for when they ask why recovery stopped.

Debt you cannot enforce is still sitting on the report

Six years from the cause of action, and a former-tenant debt that passes it cannot be enforced in court however carefully it was recorded. Most systems will tell you this in a report somebody runs quarterly. Here it is a live suppression — the account stops being chased, and the exposure is ordered by what lapses first.

One deliberate exception: the clock keeps reporting inside a moratorium, because a statutory deadline does not pause for one.

Protocol compliance is judged at the point the claim is issued, so evidence assembled afterwards is worth very little. Knowing which requirement is your gap across the book, before anybody instructs solicitors, is the difference between a cost you chose and a cost you discovered.

The trend line does not tell you whether it is the market or you

Arrears rising is not a diagnosis. Accounts nobody has picked up and accounts somebody worked that did not move are two different problems with two different answers, and one of them is a resourcing decision you can actually take. They are counted separately, with the suppressed accounts removed from both.

Priced on the size of the book, not the number of seats

Unlimited users on every plan, the full rule set, and both the current and former tenant books. An income team rationing logins is a team working around its software, and a per-seat line is a cost that grows with headcount rather than with value.

The other half of total cost: changing a threshold or a rule is an admin screen, not a change request. The recurring charge in this category is usually not the licence.

It does not certify anything

The Regulator of Social Housing regulates landlords, not software. No product can make you compliant, and any that says it can is selling you a sentence you will have to defend.

We publish no ROI percentage

We have no decade of sector benchmark data. Anyone quoting you an arrears-reduction figure for your book has not seen your book. The pilot exists so the number comes from your data instead.

It reports what you record

A moratorium nobody registered is a moratorium it cannot enforce, and a tenancy regime left blank produces “the grounds cannot be stated” rather than a guess. The figures are exactly as good as the book behind them.
